RESPONSIBILITIES:

a) strategic planning for research and innovation; designing and implementing the National Strategy for Research, Technological Development and Innovation (National RTDI Strategy);

b) defining the national Strategy for Research and Innovation Infrastructures; establishing related registries and preparing a national Roadmap for Research Infrastructures;

c) defining Research, Technological Development and Innovation (RTDI) objectives and assessing progress of the strategy;

d) monitoring the objectives of research and innovation measures/actions in the context of various national, regional and co-funded programmes;

e) coordinating national and regional RTDI policies;

f) drawing up and monitoring the Ministry’s Action Plan for research and innovation;

g) following the economic and social situation in Greece, at the national and regional levels, in conjunction with international developments; proposing policy measures and interventions to promote and facilitate research and technology activities;

h) following the work of the OECD committees on research and innovation policy;

i) managing the Registry of Greek Scientists;

j) following the state aid agenda in the research and innovation fields;

k) organizing consultations in the context of designing the National RTDI Strategy; and coordinating relevant consultation bodies.

RESPONSIBILITIES:

a) reviewing and evaluating outcomes of programmes implemented by the GSRI and its supervised bodies in accordance with internationally recognized evaluation methods;

b) adopting corrective measures based on the results of conducted reviews and evaluations;

c) predicting long-term needs of the Greek research and innovation system in terms of human resources, equipment, building infrastructures and the institutional framework, and proposing measures to fulfil these needs;

d) collecting and classifying research data in order to evaluate outcomes;

e) search and uptake of research projects outcomes;

f) preparing studies and reports on outcomes of GSRI projects and actions;

g) classifying and presenting data on research and innovation activities in Greece, Europe and at international level;

h) proposing measures for the technological and commercial uptake of outcomes of all types of research projects;

i) certifying quality assurance procedures based on international standards;

j) coordinating GSRI units for collection of data and information in relation to parliamentary control procedures; preparing and forwarding replies in the context of parliamentary control.

RESPONSIBILITIES:

a) designing and planning interventions, measures, actions for innovation; promotion and diffusion of innovation; linking innovation to the production sector, the labour market, entrepreneurship and growth;

b) designing innovation actions and projects; preparing technical designs for innovative actions and projects; and developing methodologies for uptake of innovative applications and actions;

c) strengthening the innovation, startup and visionary project ecosystem;

d) promoting innovation in the digital data and electronic media sectors, including their contribution to growth and their market and business uptake as well as use in everyday life;

e) promoting, developing and strengthening cooperation between public and private-sector research; supporting mechanisms and activities enabling market uptake of innovations;

f) promoting innovative entrepreneurship and supporting novel business models;

g) preparing proposals to enhance strategic planning for innovation;

h) adopting measures for, and handling issues of, technology transfer;

i) identifying international good practices in innovation and preparing submissions on international developments.

RESPONSIBILITIES:

a) specifying, and launching calls for, innovation flagship actions and programmes linking research to the country’s productive sector and the development of research staff; ensuring evaluation of proposals;

b) specifying, and launching calls for, fellowship programmes for doctoral degrees and post-doctoral studies and actions funded through the Hellenic Foundation for Research and Innovation (HFRI);

c) inclusion/financing of projects relevant to the Department’s mandate;

d) preparing and proposing measures to streamline procedures for the evaluation and inclusion/financing of programmes;

RESPONSIBILITIES:

a) managing and monitoring implementation of research and innovation projects, irrespective of the source of funding; monitoring mid-term and final reports, and ensuring their acceptance;

b) managing and monitoring flagship actions;

c) approving private research bodies to be tasked with admitting third-party nationals for the purposes of scientific research;

d) monitoring and collecting research staff data to be used in the design and evaluation of actions.

RESPONSIBILITIES:

a) Specifying, and launching calls for, innovation programmes and programmes linking innovation to the productive sector, the labour market, entrepreneurship and growth;

b) evaluating interim and final proposals for innovation and entrepreneurship programmes, and for programmes linking innovation to the productive sector, the labour market and growth;

c) awarding innovation projects, monitoring implementation of projects, monitoring mid-term and final reports and ensuring their acceptance;

d) verifying and certifying expenditure of enterprises on science and technology research and granting the relevant certification of expenditure;

e) managing and monitoring innovation structures;

f) maintaining, monitoring and updating the National Startup Registry;

g) evaluating candidates applying for registration in the National Startup Registry;

h) certifying and registering enterprises in the National Startup Registry;

i) supporting cooperation between research bodies, technology transfer bodies, startups, innovative enterprises and trade and industry bodies.

RESPONSIBILITIES:

a) promoting issues related to the establishment, abolishment, merging, splitting or/and total or partial transfer of the supervised Research and Technology Bodies;

b) monitoring the operation and general activity of the supervised Research and Technology Bodies, and adopting any necessary measures to improve their operational efficiency;

c) providing administrative support services to the Hellenic Foundation for Research and Innovation (HFRI);

d) proposing and drawing up draft regulatory acts regarding supervised Bodies’ operation;

e) providing administrative support services to the National Council for Research, Technology and Innovation (NCRTI) and the Sectorial Scientific Councils;

f) referring issues concerning supervised Research and Technology Bodies to the National Council for Research, Technology and Innovation (NCRTI);

g) handling different grant requests and preparing special reports;

h) nominating single-member and collective governing entities of the GSRI-supervised Research and Technology Bodies;

i) handling issues concerning the professional status of the GSRI-supervised Bodies’ personnel;

j) providing information, data and opinions of GSRI officers to the Supreme Administrative Court, the Court of Audit, the Legal Council of State, ordinary administrative courts, courts and independent administrative authorities;

k) proposing granting of permits related to activities of the GSRI-supervised Research and Technology Bodies.

RESPONSIBILITIES:

a) monitoring scientific activities carried out by Research and Technology Bodies;

b) developing research programmes to support supervised Bodies; launching calls and monitoring the evaluation, management and acceptance procedures for these projects;

c) funding research programmes carried out by supervised Research and Technology Bodies through the indirect payment scheme under operational programmes launched by other entities;

d) proposing payment of national contribution for public Research and Technology Bodies and/or offering rewards, through funding, to participants in EU competitive programmes; drafting relevant decisions;

e) proposing financing of supervised Bodies through the Public Investments Programme (PIP);

f) reviewing and evaluating the work carried-out by supervised Bodies and drafting relevant decisions and administrative acts;

g) developing, upgrading, expanding, modifying and funding research and technology infrastructures of supervised Bodies.

RESPONSIBILITIES:

a) designing the development of building infrastructure for the GSRI and its supervised Research and Technology Bodies;

b) developing, reviewing and approving the building programmes for the GSRI and its supervised Research and Technology Bodies;

c) supervising the maturity of new project inclusion in co-funded programmes;

d) producing technical designs, carrying out tender procedures, awarding, monitoring, reviewing and managing contracts for producing technical designs and for providing technical and other related scientific services concerning the GSRI-supervised Research and Technology Bodies not equipped with proper technical services;

e) drafting acts for the establishment of collective bodies to fulfil the Department’s responsibilities;

f) assessing the adequacy, in both qualitative and quantitative terms, of technical designs for projects submitted by GSRI-supervised Research and Technology Bodies to be tendered by the GSRI, as well as of the accompanying tender documents;

RESPONSIBILITIES:

a) planning, carrying out tender procedures, awarding, monitoring, reviewing and managing contracts for producing technical designs concerning the GSRI and GSRI-supervised Research and Technology Bodies not equipped with proper technical services;

b) drafting acts for the establishment of collective bodies to fulfil the Department’s responsibilities; carrying out preparatory work for establishment of the GSRI Technical Council and drafting the relevant decision.

RESPONSIBILITIES:

a) following and actively participating in EU Research and Innovation activities; promoting implementation of the European Research Area (ERA);

b) proposing measures to exploit EU financing or co-financing opportunities for Greek scientific and technological activities;

c) proposing participation of Greece in programmes, actions, bodies and structures co-financed by the EU Research and Innovation Framework Programme and in programmes launched pursuant to articles 179-189 of the Treaty on the Functioning of the European Union (TFEU) on “Research and Technological Development and Space», including programmes related to the participation of Greece in the European Research Area (ERA);

d) proposing appointment of national representatives in groups and committees of EU institutions and in ad hoc meetings; appointing representatives in committees, expert groups, intermediate bodies and structures for the implementation of joint EU programmes with other EU Member States, whether financed by the EU or not; and submitting proposals on securing the required national financial contribution for such participation;

e) coordinating and submitting proposals on the establishment of national rules of participation in European initiatives carried out under Articles 185 and 187 TFEU, funded by the EU and national sources;

f) submitting proposals on the formulation of national positions at the European Council on Research and Innovation; promoting implementation of actions and initiatives deriving from Council decisions;

g) coordinating issues related to international/transnational organizations falling within the GSRI remit; and promoting cooperation of Greek entities with such organizations, including the European Organization for Nuclear Research (CERN), the European Space Agency (ESA), the European Molecular Biology Laboratory (EMBL) and the European Molecular Biology Conference (EMBC), Fusion for Energy(F4E), the intergovernmental European Cooperation in Science and Technology (COST), the International Astronomical Union (IAU) and the EUREKA initiative;

h) fulfilling the financial, political and administrative obligations arising from Greece’s participation in international/transnational organizations falling within the GSRI remit;

i) proposing appointment of national representatives and experts in committees and bodies of international institutions falling within the GSRI remit; coordinating the country’s representation in such organizations.

RESPONSIBILITIES:

a) proposing the conclusion of bilateral and multilateral transnational agreements of scientific and technological cooperation; supporting ratification procedures of such bilateral and multilateral transnational agreements by the Parliament; and fulfilling obligations arising from such agreements;

b) proposing expansion of bilateral and multilateral transnational agreements and supporting their ratification;

c) proposing and monitoring implementation of measures aimed at fully exploiting Greece’s participation in transnational agreements and bilateral or multilateral cooperation activities; and enhancing the outward orientation of the national research and innovation ecosystem;

d) establishing joint committees with cooperating countries tasked with concluding protocols and memoranda of understanding (MoU) for bilateral and multilateral cooperation; and collaboration for development of relevant specifications to promote joint actions;

e) specifying and launching bilateral and multilateral transnational cooperation programmes;

f) ensuring coordination at both the national and international levels; and submitting proposals on the establishment of national rules of participation in European consortia, networks and bilateral and multilateral transnational actions and initiatives.

RESPONSIBILITIES:

a) shaping the national financing framework and managing international cooperation programmes and actions in Research, Technological Development and Innovation, irrespective of the source of funding;

b) ensuring inclusion, financing, management and monitoring of international cooperation programmes and actions that are relevant to the mandate of the Directorate, irrespective of the source of funding;

c) monitoring mid-term and final reports, and ensuring their acceptance;

d) conducting administrative and on the spot verifications to confirm compliance of implementation with the national and Union rules;

e) data collecting and processing in the context of the above projects.
