RESPONSIBILITIES:

a) following and actively participating in EU Research and Innovation activities; promoting implementation of the European Research Area (ERA);

b) proposing measures to exploit EU financing or co-financing opportunities for Greek scientific and technological activities;

c) proposing participation of Greece in programmes, actions, bodies and structures co-financed by the EU Research and Innovation Framework Programme and in programmes launched pursuant to articles 179-189 of the Treaty on the Functioning of the European Union (TFEU) on “Research and Technological Development and Space», including programmes related to the participation of Greece in the European Research Area (ERA);

d) proposing appointment of national representatives in groups and committees of EU institutions and in ad hoc meetings; appointing representatives in committees, expert groups, intermediate bodies and structures for the implementation of joint EU programmes with other EU Member States, whether financed by the EU or not; and submitting proposals on securing the required national financial contribution for such participation;

e) coordinating and submitting proposals on the establishment of national rules of participation in European initiatives carried out under Articles 185 and 187 TFEU, funded by the EU and national sources;

f) submitting proposals on the formulation of national positions at the European Council on Research and Innovation; promoting implementation of actions and initiatives deriving from Council decisions;

g) coordinating issues related to international/transnational organizations falling within the GSRI remit; and promoting cooperation of Greek entities with such organizations, including the European Organization for Nuclear Research (CERN), the European Space Agency (ESA), the European Molecular Biology Laboratory (EMBL) and the European Molecular Biology Conference (EMBC), Fusion for Energy(F4E), the intergovernmental European Cooperation in Science and Technology (COST), the International Astronomical Union (IAU) and the EUREKA initiative;

h) fulfilling the financial, political and administrative obligations arising from Greece’s participation in international/transnational organizations falling within the GSRI remit;

i) proposing appointment of national representatives and experts in committees and bodies of international institutions falling within the GSRI remit; coordinating the country’s representation in such organizations.

RESPONSIBILITIES:

The Autonomous Department of Special Account for Research Funds (SARF) reports directly to the Secretary General for Research and Innovation.

The Department’s responsibilities are:

a) proposing measures to secure its financial resources;

b) preparing the annual proposal for the GSRI Public Investments Programme (PIP) in cooperation with competent GSRI Directorates, the MIA-RI and the “Competitiveness-Entrepreneurship-Innovation” Operational Programme and submitting it to the competent Ministry department, following approval by the Secretary General;

c) preparing proposals for re-allocating and increasing the annual ceilings for PIP appropriations in cooperation with competent GSRI Directorates and the MIA-RI; submitting such proposals to the competent Ministry department, following approval by the Secretary General;

d) submitting payment requests for actions not included under the Partnership Agreement in which the GSRI is the final beneficiary; allocating relevant amounts in the Bank of Greece no 26189-1 account, to the competent Ministry Directorate;

e) making payments to beneficiaries of PIP actions, projects and technical designs, via the Bank of Greece, following respective payment requests submitted by competent GSRI Directorates and the MIA-RI;

f) managing technical assistance/support projects under the PIP, other projects awarded by decision of the Secretary General as well as capital returns referred to in Law 2216/1994 (A 83), to support GSRI operation;

g) conducting legality audits for payments made to final recipients of PIP actions, projects and technical designs; and proposing measures to manage payments, contributions and other deductions of State taxes;

h) keeping Class C Books and Records, as provided for by the Hellenic Code of Accounting Books and Records, to register its financial activities;

i) safekeeping letters of credit on behalf of the GSRI and the MIA-RI;

j) drawing up the annual budget, report and balance sheet, to be approved by the Secretary General and duly submitted;

k) forwarding its records to the Greek Court of Audit on an annual basis;

l) carrying out accounting management of GSRI actions; account monitoring as provided for by the Greek Accounting Standards; monitoring the implementation of the GSRI PIP; and carrying out financial management of other non-PIP GSRI actions in cooperation with specialized private-sector experts and GSRI officer committees, following approval by the Secretary General;

m) informing the Secretary General for Research and Technology and Heads of the GSRI Directorates and the MIA-RI on financial and management operations, as well as on outstanding issues falling within its remit; and proposing measures contributing to its smooth operation;

n) informing the Secretary General for Research and Technology and Heads of the GSRI Directorates and the MIA-RI on the findings of audits conducted by chartered accountants;

The Head of Financial Services of the Special Account for Research Funds serves as Head of the Autonomous Department of Special Account for Research Funds.
