1. Defining, and coordinating implementation of, the National Strategy for Research, Technological Development and Innovation (RTDI);
    2. Supervising research bodies falling under its purview in accordance with relevant applicable legislation;
    3. Helping specify the National RTDI Strategy and executing the action plan for its implementation through adequate planning and coordination in cooperation with the corresponding RTDI liaisons and the RTDI Coordination Committee;
    4. Seamlessly linking the National RTDI Strategy and its implementation action plan with the national plan for full use of national and EU funds under the 2014-2020 programming period, as well as any other relevant programming period;
    5. Submitting proposals to the Minister of Development and Investments in the context of drawing-up and regular updating of the Action Plan;
    6. Launching RTDI actions and programmes, proposed by the Secretary General for Research and Innovation and approved by the Minister of Development and Investments; evaluating, monitoring the implementation of, and funding such proposals; certifying fulfilment of the conditions for application of the incentives established for RTDI public funding; and exploring the impact of RTDI activities on the country’s economy, society, cultural life, and defense;
    7. Presenting suggestions on the feasibility of, on the procedures and on the criteria for, financing actions through national and EU resources, taking into account national priorities, the international conjecture, as well as the need to boost competitiveness and employment and respond to the country’s social and economic demands, as well as Greece’s international commitments;
    8. Collecting and classifying research data in order to evaluate the impact of the National RTDI Strategy implementation; producing annual performance reports for research bodies; and regularly evaluating such bodies, according to applicable legislation;
    9. Producing an annual activity report that reviews research outcomes and impacts of the policy and of individual measures and incentives for RTDI development;
    10. Establishing, hosting and maintaining, in cooperation with other supervised bodies, the national registry of researchers and research organizations and infrastructures;
    11. Cooperating with the European Union and international organizations on RTDI matters and representing Greece thereto;
    12. Organizing national and international events for the promotion of the RTDI Strategy;
    13. Considering and carrying out Action Plan implementation measures, with the support of research organizations, technology bodies, enterprises and other institutions, in order to select, use and apply the most appropriate methodology and means of implementation, specifically through establishing enterprise clusters, research laboratories and knowledge and innovation communities, creating common infrastructures, exploiting their intellectual property rights and, more generally, by promoting development of partnerships and collaborations between research organizations, technology bodies, enterprises and other institutions, as well as coordinating and fostering synergies between these resources with other Union policies and means;
    14. Contributing to the development of Greek regional programmes with an aim to optimize management of national and EU funds;
    15. Submitting proposals to the Minister of Development and Investments for the establishment, modification, merging or abolishing of research bodies, according to the provisions of Article 13, paragraph 5 of Law 4130/2014; appointing members of, defining or amending the mandate and operation of the National Council for Research, Technology and Innovation (NCRTI); and providing administrative and secretarial support to the National Council for Research and Technology (NCRT) and the Sectorial Scientific Councils (TES);
    16. Collecting and classifying research data in order to evaluate the country’s progress towards RTDI development based on performance indicators, according to standard international practice, as specified in Article 32 of Law 4130/2014;
    17. The Smart Specialization Strategy on the productive transformation of the economy, including the strand financed by the Cohesion Policy for the 2021-2027 programming period, is coordinated by the General Secretariat for Public Investments and the NSRF in cooperation with co-competent ministries and regional authorities, to pursue the following objectives:
      a. Strengthening research and innovation capacities and uptake of advanced technologies;
      b. Exploiting the benefits of digital transformation for citizens, enterprises and governments;
      c. Supporting media development and competitiveness;
      d. Competence-building for smart specialization, industrial transition and entrepreneurship;
      Under the Ministry of Development and Investments, the General Secretariat for Industry and the General Secretariat for Research and Innovation, under the coordination of the General Secretariat for Public Investments and the NSRF, jointly take the necessary steps to ensure fulfilment of the criteria of the enabling condition for the Smart Specialization Strategy governance under the 2021-2027 NSRF (Article 37 Technical support for the integrated information system -IIS).
