The Commission launched on Friday 5 September 2025 a Public Consultation / Call for Evidence on the evaluation and review of the Chips Act, inviting stakeholders to provide feedback on the current functioning of the Chips Act and on possible future adaptations, to ensure the Act remains fit for purpose in light of changing market, technological and geopolitical realities.
The EU’s competitiveness is tied to semiconductors. The Chips Act was successful in attracting a number of manufacturing investments and in launching activities aiming at bridging the gap from the laboratory to the factory. Yet challenges remain, especially in advanced manufacturing and Artificial Intelligence chips. Further steps are necessary to strengthen the EU’s role in a wide selection of chips technologies and the full semiconductor value chain including materials, equipment, design and manufacturing.
The revision of the Chips Act is intended to ensure the EU’s resilience and technological sovereignty in semiconductor technologies and application. In this framework, the evaluation of the Chips Act will serve as a stocktaking exercise and will take a two-pronged approach: (i) extensive consultation, including public and targeted consultations as well as this Call for Evidence; and (ii) an analysis of the implementation of the regulation. The Regulation requires a mandatory review by 2026.
