This Action aims at strengthening Research and Innovation capacities, in alignment with the national strategy to bring innovation at the center of a sustainable and resilient recovery from the COVID-19 pandemic, in order to accelerate the green and digital transition and foster technological development in Greece.

This is an Action of strategic importance under the new 2021-2027 NSRF “COMPETITIVENESS” Programme, designed to succeed the “Research-Create-Innovate” Action successfully implemented during the 2014-2020 programming period, building on the experience gained and the lessons learned from the latter. It falls under Strategic Priority Axis 1 “Promoting Research and Innovation”, Specific Objective 1.1. “Developing and enhancing research and innovation capacities and the uptake of advanced technologies”, and is co-financed by the European Union, specifically by the European Regional Development Plan (ERDF), and through national resources.

The Management and Implementation Authority for Research, Technological Development and Innovation Actions (MIA-RTDI) will continue to be the Intermediate Body managing the Action during the new programming period.


The main goal of Single Action “Research-Innovate 2021-2027” is to link research and innovation with entrepreneurship and improve competitiveness, productivity and outward orientation of Greek enterprises, with the purpose of achieving quality innovative entrepreneurship and increasing domestic added-value.

It is addressed to enterprises, in particular small and medium enterprises (SMEs), and research organizations. Successful proposals will involve research and innovation projects.

The Action objectives are the following:

  • To provide incentives for private investment in research, technological development and innovation, specifically for SMEs;
  • Economic growth based on knowledge and sustainable specialization;
  • To integrate new knowledge and innovation into existing and new products, services, production systems and value chains;
  • To boost competitiveness of Greek enterprises and strengthen their export profile in a framework of international competition;
  • To attract highly qualified and specialized scientific personnel (Brain Gain);
  • To link academic research with the productive sector.

The Action aims primarily at satisfying the needs of enterprises and other stakeholders within the research and innovation ecosystem, in order to cover the largest possible number of potential recipients.

Applications for funding under the Single Action may be submitted either by individual small and medium-sized enterprises (SMEs), or by groups of enterprises, or by partnerships between enterprises and research organizations.

The Single Action “Research-Innovate 2021-2027” will comprise four (4) interventions:

  1. Research & Development conducted by enterprises
  2. Partnerships between enterprises and research organizations

III.           Uptake of research outcomes

  1. Seal of Excellence awarded to companies για επιχειρήσεις

The primary objective of intervention Ι “Research & Development carried out by enterprises” is to create new employment for research and scientific/technical personnel by supporting research, promoting innovation and strengthening networking between enterprises.

The primary objective of intervention ΙΙ “Partnerships between enterprises and research organizations” is to promote collaborations/partnerships between enterprises and research organizations.

Intervention ΙΙΙ “Uptake of research outcomes” aims at promoting research to a next level of technology readiness, building on outcomes generated in previous research projects.

Finally, intervention ΙV “Seal of Excellence” for companies aims at supporting research and innovation through financing of high-value proposals submitted under the EU Horizon Europe programme by Greek SMEs awarded with the Seal of Excellence label. The Seal of Excellence is a quality label awarded to projects that were submitted under the above programme and deemed worth funding but did not receive financing due to budgetary constraints.


The total government budget allocation for Action “Research-Innovate 2021-2027” amounts to 300 000 000 EUR.
